Vietnam Greenlights Revision of National Energy Master Plan (2021–2030) with Vision to 2050

On August 4, 2025, Deputy Prime Minister Bùi Thanh Sơn signed Decision No. 1654/QĐ-TTg, formally authorizing the drafting of a revised National Energy Master Plan covering the period 2021–2030, with strategic vision extending to 2050.

Strategic Rationale & Scope

The impetus behind this undertaking is clear: to realign Vietnam’s energy roadmap with its broader socio-economic agenda, particularly amidst rapid industrialization, modernization, and developments of the Fourth Industrial Revolution. The revision will comprehensively cover energy sub-sectors such as petroleum, coal, electricity, and emerging renewables, addressing the entire energy value chain—from exploration and extraction to distribution and end-use.

Central to this initiative is the principle of harmonizing energy growth with sustainable development and environmental stewardship. There is an explicit ambition to diversify energy sources, ensure adequacy and reliability of supply, and strengthen the system’s resilience to climate volatility.

Objectives of the Revision

The revision is structured to:

  • Evaluate progress under the existing master plan (2021–2024) and assess achievement levels;

  • Project energy demand and infrastructure needs amid evolving climate change scenarios for the periods 2026–2030 and the long-term timeline 2031–2050;

  • Establish refined developmental outlooks and quantitative targets;

  • Formulate pragmatic infrastructure scenarios for the mid-term (2026–2030) and orient strategic planning through 2050;

  • Deliver a well-grounded feasibility assessment for each proposed pathway.

These strategic objectives will be synthesized in a structured deliverable comprising an analytical report, supporting data annexes, and cartographic representations—reflecting a comprehensive planning approach.

Implementation & Coordination

The drafting is to be conducted under the stewardship of the Ministry of Industry and Trade, with the process slated for completion within approximately five months from the decision date. This accelerated timeline underscores the urgency and priority the Government places on the energy sector’s forward-looking trajectory.

Legal & Commercial Implications

For businesses, investors, and legal advisors, this decision signals both challenge and opportunity:

  • It forecasts a reshaped regulatory landscape, likely encompassing updated licensing, compliance requirements, and incentives in critical energy sectors—especially renewables.

  • Emerging markets such as utility-scale solar, offshore wind, and smart grid technologies are expected to gain policy traction, necessitating strategic legal positioning.

  • Environmental regulations and climate commitments are poised to become integral elements of energy project development, elevating ESG considerations in project structuring.

  • Opportunities for enhanced public-private collaboration may surface, especially in infrastructure and innovation, contingent on the master plan’s modality.

Decision No. 1654/QĐ-TTg sets in motion a pivotal revision of Vietnam’s energy future. For stakeholders—whether legal advisors, investors, or corporate leaders—there is a pressing need to anticipate regulatory shifts, engage with sector reforms, and align strategic planning with the country’s renewed energy policy direction toward sustainability and modernization.
